What is Occupational Therapy Council?
The Occupational Therapy Council (OTC) of Australia is the recognised professional assessment authority for overseas-qualified occupational therapists. OTC operates under a Mutual Recognition Arrangement (MRA) with international occupational therapy bodies and works closely with the Occupational Therapy Board of Australia and AHPRA to ensure consistent professional standards.
As a mandatory assessment body, OTC confirms that overseas qualifications meet Australian competency standards for occupational therapy practice. This assessment is a prerequisite for registration with the Occupational Therapy Board of Australia, which is required before you can legally practise occupational therapy in Australia.
OTC assessment is a key requirement for all occupational therapy professionals seeking to migrate to Australia through skilled migration visas (189, 190, 491, 482, 186). The assessment evaluates your academic qualifications, professional experience, and alignment with the Australian occupational therapy scope of practice.
Which visas require an OTC skills assessment?
OTC assessment is a mandatory requirement for occupational therapists applying for most Australian skilled migration visas. Completion of a positive assessment is essential before you can be nominated for any skilled migration pathway.
For points-based visas (189, 190, 491), you must have a positive OTC assessment before you can claim points for your occupation. For employer-sponsored visas (482, 186), the assessment demonstrates that your qualifications and experience meet Australian competency standards, supporting your employer's case for sponsorship. In all cases, AHPRA will not register you as an occupational therapist without a positive OTC assessment.
How OTC assessment works
The OTC assessment process involves submitting comprehensive documentation of your qualifications and experience, followed by a detailed evaluation against Australian occupational therapy standards. The assessment typically takes 8–12 weeks from submission to outcome.
- Register online with OTC and create your applicant portal account
- Gather certified copies of all educational qualifications, academic transcripts, and professional credentials
- Compile employment reference letters and detailed employment history documentation
- Prepare a comprehensive professional statement outlining your occupational therapy experience and scope of practice
- Submit all documents through the OTC online portal along with the completed application form
- OTC reviews your documentation and may request additional information or clarification
- Receive your assessment outcome letter confirming either positive or negative assessment
Assessment pathways
OTC offers a streamlined assessment pathway for overseas-qualified occupational therapists. The assessment evaluates your qualifications holistically against Australian occupational therapy competency standards rather than following alternative assessment streams.
The primary pathway for occupational therapists with formal tertiary qualifications in occupational therapy from a recognised university. Requires submission of academic credentials, professional references, and detailed employment history. Assessment is based on alignment of your qualifications and experience with Australian Occupational Therapy Board standards and AHPRA expectations.
Documents required
Documents required vary by pathway but typically include:
- Certified copy of tertiary degree in Occupational Therapy or related field
- Official academic transcripts from all tertiary institutions
- Evidence of completion of any postgraduate qualifications or specialized training
- Professional references from employers or colleagues on official letterhead (minimum 2–3 references)
- Detailed employment history documentation covering occupational therapy experience
- Statutory declaration outlining your professional experience and scope of practice
- Certified copies of any professional registrations or licenses held in your country of origin
- Evidence of completion of any continuing professional development or specialization programs
- AHPRA-compliant police check and health declaration
- Proof of identity (passport or national identity document)
All non-English documents must be accompanied by certified English translations prepared by a certified translator. Certified copies must bear the certification stamp and signature of an authorized professional (notary public, lawyer, or official certifying body).

Assessment outcomes
OTC issues one of three outcomes:
A positive assessment outcome confirms that your overseas qualifications meet Australian occupational therapy standards and that you are eligible for AHPRA registration. The assessment is valid indefinitely for migration and registration purposes. You can then proceed with visa applications, AHPRA registration, and employment in Australia as an occupational therapist.
If your assessment is negative, OTC will provide detailed feedback explaining which aspects of your qualifications do not meet Australian standards. You may request a reassessment if you have undertaken additional training, completed further qualifications, or can provide additional evidence of competency. Appeals are available if you believe there was an administrative error.
You can request a reassessment within 12 months of a negative outcome if you have undertaken additional study, training, or gained relevant professional experience. The reassessment process is streamlined for applicants who have addressed specific gaps identified in the original assessment.
