State Nomination Overview: Victoria, South Australia, and Queensland are the primary states actively sponsoring manufacturers for 190 and 491 visas. Victoria prioritises advanced manufacturing and automotive specialisations. South Australia targets defence, space, and precision engineering manufacturers. Queensland focuses on food processing, machinery, and regional manufacturing roles.

491 nominees must commit to 3 years continuous regional residence and work. After meeting this commitment, manufacturers can apply for the permanent 191 visa without leaving Australia or meeting additional points criteria, provided all state conditions are satisfied.

  1. Verify eligibility: Confirm your occupation code (133411) qualifies for state nomination and your experience aligns with VETASSESS requirements (minimum 3+ years relevant manufacturing work).
  2. Prepare VETASSESS application: Compile complete CV, employment evidence (letters detailing duties and hours, payslips, contracts), educational qualifications, and English language results. Have a migration agent review before lodging.
  3. Lodge VETASSESS assessment: Submit application online with all supporting documents. Pay assessment fees (typically AUD 500–700).
  4. Obtain positive assessment: VETASSESS issues detailed assessment result valid for 3 years, confirming your skills meet Australian standards.
  5. Prepare visa application documents: Gather state sponsorship or employer documents, certified qualifications, identity proof, police clearance, and medical evidence.
  6. Create SkillSelect EOI: Register an Expression of Interest in SkillSelect listing your occupation, points score, and state nomination preferences.
  7. Receive sponsorship invitation: State government or employer reviews your EOI and issues sponsorship invitation (190/491) or Invitation to Apply (482/186).

Do I need a skills assessment for this occupation?
Yes. A positive skills assessment from the relevant assessing authority is a requirement for the skilled visas, and it must be for the occupation you are nominating. An assessment for a related but different occupation will not carry over.
Does meeting the minimum points score mean I will be invited?
No — and this is the single most consequential misunderstanding in the skilled program. The minimum is a lodgement threshold. Invitations go to the highest-ranked candidates first, so the effective requirement is set by your competition, not by the minimum.
Can a state nominate me for this occupation?
