1. Core Eligibility Requirements

To qualify for a Post-Graduation Work Permit, you must meet all of the following:

  • Graduate of an eligible Canadian DLI: Your institution must be a Designated Learning Institution (DLI) and specifically PGWP-eligible — not all DLIs are PGWP-eligible (most private colleges are not)
  • Program minimum length: Your program must be at least 8 months in duration on a full-time basis
  • Full-time study: You must have been enrolled as a full-time student for most of your program (part-time in the final semester is acceptable)
  • Valid study permit: You must have held a valid study permit for the duration of your studies (with limited exceptions for brief administrative lapses)
  • Apply within 180 days: Application must be submitted within 180 days of receiving your official completion letter or final transcript confirming completion
  • Not previously issued a PGWP: The PGWP is a one-time permit — graduates who have already received a PGWP from a previous Canadian program are not eligible for a second one

2. Eligible vs Ineligible Institutions

PGWP eligibility at the institutional level is determined by whether the institution is on IRCC's PGWP-eligible DLI list. The general rules:

Verifying PGWP eligibility before enrolling is essential. IRCC maintains a publicly searchable DLI database where you can confirm both DLI status and PGWP eligibility for any institution. A program at a non-PGWP-eligible institution will never qualify, regardless of program length or quality.

Programs within PGWP-eligible institutions that do NOT qualify

  • Programs shorter than 8 months of full-time study
  • English or French as a Second Language programs
  • Programs at ineligible campuses (some institutions have both eligible and ineligible locations)
  • Programs completed entirely through distance learning from outside Canada
  • Non-credit continuing education programs

3. PGWP Duration Rules

The duration of the PGWP is tied to the length of the study program:

If you completed two consecutive programs at the same institution (or different institutions), you may be eligible to combine program lengths for PGWP duration — provided both programs meet the PGWP eligibility criteria and were completed consecutively without a significant gap. This stacking rule allows, for example, two 1-year programs to qualify for a 2-year PGWP instead of a 1-year one. Confirm this applies to your specific situation before relying on it.

4. 2024 Master's Program Policy Change

In 2024, IRCC implemented a significant change to PGWP duration rules for Master's programs: graduates of Master's programs of at least 2 years' duration at eligible Canadian universities now qualify for a 3-year PGWP regardless of the standard duration rule.

Previously, a 1-year Master's program would only produce a 1-year PGWP (matching the program length). Under the current rules, a 2-year Master's program qualifies for the full 3-year PGWP. This change was designed to make Canadian graduate programs more competitive internationally and to give Master's graduates sufficient work permit duration to accumulate the CEC experience needed for Express Entry.

Note: the 2-year minimum applies to the program itself. Master's programs that are formally 1 year in duration do not benefit from this change — the program must be officially designated as a 2-year program.

5. Application Process and Documents

The PGWP application is submitted online through the My IRCC portal. The standard document checklist:

  • Official completion letter: Issued by the institution after final grades are posted and program requirements are confirmed; or a letter from the Registrar confirming completion
  • Official transcript: Showing completion of all program requirements and final grades
  • Valid passport: Must be valid for at least the duration of the requested PGWP
  • Current study permit (or expired study permit): Copy of the study permit held during studies
  • Proof of full-time enrolment: IRCC may request proof that you studied full-time for the required period
  • Biometrics: If not already enrolled in IRCC's biometrics database (most applicants who entered Canada recently will already have biometrics on file)
  • Photos: Passport-size photos meeting IRCC specifications
  • Application fee: CAD $255 (work permit open) as of March 2026

The 180-day clock: IRCC counts 180 days from the date on the completion letter or the date of final transcript receipt — whichever is earlier. It does not count from the convocation ceremony date, which may be months after the academic completion date. Apply as soon as the completion letter is received rather than waiting for convocation.

6. Working While Waiting for PGWP

If you applied for a PGWP before your study permit expired, you maintain implied status in Canada while the application is processed. Under implied status, you can continue to work as if your previous status continues. Specifically:

  • If your study permit included work authorization (on-campus or off-campus), you can continue working under that authorization while the PGWP is processed
  • If you were not authorized to work under your study permit (study permits without work authorisation, or full-time students before the 20-hour on-campus rule applies), implied status does not automatically grant new work authorisation — it maintains your existing right to remain in Canada

For graduates who are ready to start full-time work immediately, applying early is critical to minimise the gap between study permit expiry and PGWP issuance. Current IRCC PGWP processing times should be checked on the IRCC website at the time of application.

7. PGWP and the Pathway to Permanent Residence

The most common pathway for PGWP holders to permanent residence is through the Canadian Experience Class (CEC) stream of Express Entry. The CEC requires:

  • At least 1 year of full-time (or equivalent) skilled Canadian work experience in a NOC TEER 0, 1, 2, or 3 occupation in the past 3 years
  • Language: CLB 7 for TEER 0 or 1; CLB 5 for TEER 2 or 3
  • Intention to reside outside Quebec (Quebec has its own separate process)

Work performed on a PGWP in a qualifying NOC occupation counts toward this requirement. Once you have 12 months of qualifying Canadian work experience, you can create an Express Entry profile under the CEC and enter the pool for an ITA.

CRS points for PGWP holders

International graduates who have studied in Canada benefit from additional CRS points for their Canadian education credentials, alongside points for their Canadian work experience. These two factors combined — Canadian education + Canadian work experience — typically produce CRS scores in the 450–510 range for single applicants without a job offer or PNP nomination, which is competitive in many EE draws.

PNP while on a PGWP

PGWP holders are also eligible to apply for provincial nominations through PNP programs while working in Canada. Many PNP streams specifically target international graduates — OINP's Masters Graduate stream, BC PNP's International Graduate stream, and the Saskatchewan Experience Category (Foreign Graduate Retention sub-category) are examples. Securing a PNP nomination while on a PGWP adds 600 CRS points and typically guarantees an ITA before the PGWP expires.

Practitioner Note
The 180-day application window for the PGWP begins from the date on the official completion letter (or final transcript if no completion letter is issued), not the convocation ceremony date. Applications lodged after this deadline are refused with no discretion — IRCC does not accept late PGWP applications. It is worth applying for the PGWP immediately upon receiving eligibility confirmation documents rather than waiting for the convocation ceremony, which may be months later.

Does every Canadian university program qualify for a PGWP? +

No — while most programs at public universities qualify, there are exceptions. Programs at private institutions only qualify if the institution is on IRCC's PGWP-eligible DLI list. Programs under 8 months do not qualify. ESL programs do not qualify. Distance learning completed entirely outside Canada does not qualify. Can I work while waiting for my PGWP application to be processed? +

Can I extend my PGWP? +

No — a PGWP cannot be extended or renewed. It is a one-time, fixed-duration work permit. Once your PGWP expires, you must have obtained permanent residence, hold a Bridging Open Work Permit with a pending PR application, or have obtained a new work permit through another pathway. This is why many PGWP holders pursue Express Entry or a PNP nomination before their PGWP expires.

How does a PGWP contribute to my Canadian Experience Class (CEC) eligibility? +

Work performed in Canada on a PGWP in a NOC TEER 0, 1, 2, or 3 occupation counts toward the CEC work experience requirement (minimum 1 year in the past 3 years).
